Director, Planning, Research and Statistics


Mr. Aniekan Effiong David is a seasoned statistician, and development strategist with over fifteen years of experience in data management, planning, monitoring and evaluation, health systems strengthening, and public sector administration. He currently serves as the Director of Planning, Research and Statistics and Supervising Director, Basic Healthcare Provision Fund (BHCPF) at the Akwa Ibom State Primary Healthcare Development Agency (AKSPHCDA), where he provides strategic leadership in health planning, policy formulation, research, monitoring and evaluation, healthcare financing, and evidence-based decision-making.

A graduate of Mathematics and Statistics from the University of Calabar, Mr. David began his career in the Akwa Ibom State Civil Service in 2011 and has served in various ministries and agencies, including the Ministries of Economic Development, Rural Development, and Information. Since joining AKSPHCDA in 2019, he has played key roles in the implementation of several health interventions and development partner-supported projects, including the Basic Healthcare Provision Fund (BHCPF), Accelerating Nutrition Results in Nigeria (ANRiN), Community Health Influencers, Promoters and Services (CHIPS) Programme, and other primary healthcare strengthening initiatives. .

He has facilitated numerous capacity-building programmes and provided technical support for maternal, newborn and child health, nutrition, immunization, hypertension management, and health systems improvement projects. He is also responsible for coordinating the Agency's annual planning processes, monitoring health sector performance, promoting health research, and supporting resource mobilization initiatives. .

Mr. David holds professional certifications from the Chartered Institute of Statisticians of Nigeria (CISON), and has received specialized training in participatory budgeting, responsible data management, procurement, leadership, and team management. .

Mr. David is passionate about data-driven decision-making, health system transformation, and strategic partnerships for sustainable healthcare development. He is happily married and blessed with three children.
